The Southeast Asia-Europe Joint Funding Scheme for Research and Innovation (JFS) is an instrument for the funding of bi-regional, multi-lateral research and innovation projects. The funding for the projects is provided by funding agencies or ministries at national, regional or local level from Southeast Asia and Europe. Each country funds “their own researchers” according to their own rules.
TYPE OF FUNDED PROJECTS:
- Southeast Asia – Europe Joint Call Project consortia must comprise of at least 3 partners from 3 different countries fulfilling the 2+1 rule: Either 2 partners from 2 different Southeast Asian countries and 1 European partner or other way around.
- The proposals have to cover the thematic areas of “Circular Economy” or “Clean, Accessible and Secure Energy Supply” to enhance bi-regional cooperation and develop new partnerships as well as strengthen existing ones.
Topic of proposal applicable for PMU-B Joint Funding:
- CIRCULAR ECONOMY in the sub-topic as follows:
- Obtaining Green Hydrogen, Synthetic Fuels, Green Methane from Waste and Biomass Resources
- Bio-Circular-Green Economy; BCG with focusing on Digital Technology
- Carbon Capture Technologies in Industry
- Obtaining Useful Products from Carbon Dioxide Captured in the Industry with Innovative Chemical, Electrochemical and Biochemical Processes
- CLEAN, ACCESSIBLE AND SECURE ENERGY SUPPLY in the sub-topic as follows:
- Pioneering Technologies for Using Hydrogen as an Energy Carrier, Fuel and Raw Material for the Production of Valuable Chemicals
- Green Hydrogen for steel, aluminum, cement and power industries
- Renewable Energy in Green Hydrogen Based Combustion Technologies
- New Generation Small Modular Reactor Technologies
Scope of the projects:
Funding will be provided for the duration of a maximum of three years (36 months). For the Thai researchers who are submitting the JFS proposal to PMU-B, please refer to the eligibility of cost items and their calculation from the PMU-B Researcher Handbook www.pmu-hr.or.th)

Proposal Submission:
- Proposals for STI projects have to be submitted electronically using PT-Outline Web Tool, accessible through https://ptoutline.eu/app/JFS23STI.
- During the submission phase, the web tool will be open from the publishing date of the Call on 1st of December 2023 until the 15th of April 2024, 12:00pm CEST (noon) / 05:00pm Bangkok/Jakarta time.
- Thai researchers must also submit the proposal through the in NRIIS (https://nriis.go.th/). (For the budget section of NRIIS, please fill in the budget details that the Thai applicant will be requesting from PMU-B.) Please attached the documents as follows:
- 1) Full proposal
- 2) All Thai and International research partners endorsement letters from their affiliated institution
- 3) Any additional documents
- The Thai researcher’s institute must certify the proposal in the NRIIS system by 17 April 2024 12:00 (noon) CEST/ 05:00pm Bangkok/Jakarta time.
